Exhausted negotiators worked through the night to agree the way forward on tackling climate change at the UN conference in Montreal.
The focus of diplomatic efforts shifted from the US to Russia which is holding up a decision to open a new round of Kyoto Protocol negotations to agree new carbon cuts once the current commitments expire in 2012.
Earlier hopes of a broader deal rose when the US, which is not party to the Kyoto Protocol, proposed to join a "dialogue" on climate change so long as it "will not open any negotiations leading to new commitments."
