US being left behind as deal nears in Montreal

The word from the Montreal climate change talks is that it looks likely that the signatories to the Kyoto Protocol will decide on a negotiations process to agree on a new round of carbon cuts after 2012 when the first phase of Kyoto expires.

It appears that the EU has given up on bringing the US onboard and that China and India are willing to join in a new round of negotiations.

The US has consistently resisted any agreement in Montreal which mentioned the word "dialogue", "talks" or even "process" - anything that might indicate that at any time in the future they might have to cut emissions.

It now looks as if the rest of the world has seen sense and will move on with it, in the hope that post-Bush the US will join in time.
