Summary
This is an article by Friends of the Earth Director, Oisín Coghlan, from the journal Irish Studies in International Affairs, Volume 18, 2007, published in November by the Royal Irish Academy. The paper examines Irish climate change policy from the negotiation of the Kyoto Protocol in 1997 to the abandoning of the planned carbon tax by Charlie McCreevey in 2004. It analyses the various influences, domestic and foreign, that shaped Irish climate policy during that time. The publication is timely given the new Government has once again committed itself to adopting a carbon levy and debate on the merits of putting a price on carbon is beginning again.
