Summary
This is a draft of the National Allocation Plan for carbon emissions covered by the EU's Emission's Trading Scheme. About 100 big polluters such as power stations and cement producers in Ireland are covered by the scheme but make up only a third of Ireland's total climate pollution. Our reaction is available here.
